     Frank and Mabel were the parents of 3 daughters (one infant death) in Cheadle where Frank is described as an Inn Keeper in 1896 - 1898 and as a Cab Driver in 1900.10

     Frank Tipper, son of John Tipper and Mary Botham, died in February 1900 in Cheadle, Staffordshire, his Death was Registered at the Cheadle Register Office in the Jan-Feb-Mar Quarter of 1900, He was survived by his wife, Mabel.11

     He was buried at Cheadle Churchyard, Cheadle, Staffordshire, on Thursday, 15 February 1900.
     Cemetery Register Entry - Frank Tipper, aged 36(sic) of Watt Place, Cheadle was Buried.2

     Just a little curiosity, I came across this today referring to Frank Tipper, born 1862:

"Thursday 22nd March 1888. At 11am started from Market Cross with Bert in Tipper's wagonette for Totmonslow to attend cut of first sod of the Cheadle Railway. After came home in procession thro Tean to Cheadle".
“Monday 27th August 1888. To Alton Towers Flower Show with Bert in Frank Tipper's trap. Cost about 7 shillings for the day's outing and a most miserable afternoon - rain without ceasing".
“Tuesday 4th December 1888. To Alton with Cull and F. Tipper's trap. Sale of Turnditch Farm and 3 other lots land, at the Shrewsbury Arms Hotel".

On the 1891 census Frank is a “Posthorse Keeper”. It’s quite weird, and rare, to see what someone was actually doing on a particular day.
